Introduction


The Royal Yacht Squadron (RYS) is pleased to participate as an Organising Authority in the 2006 IRC Solent Series. The RYS Pre Cowes Week Regatta is designed as a rehearsal for Cowes Week.

The Household Division Yacht Club (HDYC) Regatta, organised in conjunction with the RYS, also takes place from the RYS line on 22 July. It is our joint intention that there will be no conflict between the two regattas. The scheduled classes and start times for the HDYC Regatta are as follows:-

1. RULES

1.1 The Regatta will be governed by
The Rules as defined in the Racing Rules of Sailing 2005-2008 (RRS).
The IR2000 Rules parts 1,2, and 3 (IRC-C) including sail limitations
1.2 Boats shall comply with:
1.2.1 Associated British Ports Southampton Bye-Law 11 - The Moving Prohibited Zone in the Precautionary Area which shall rank as an obstruction for the purposes of RRS 18 and 19. Boats shall avoid close quarters with any commercial vessel.
1.2.2 The Southampton and Portsmouth harbour byelaws where applicable.
1.3 Anchors shall not be carried on deck forward of the bows.
1.4 All boats shall carry a marine band VHF receiver capable of receiving channels 16, 28, M1 (37A) and normal international channels.
1.5 Boats starting from the RYS Line shall keep a special look out for commercial traffic when starting across the main Cowes Harbour Fairway.

2. NOTICES TO COMPETITORS

2.1 Notices to competitors will be posted the RYS Lodge. Crews are requested to maintain radio watch on VHF channel 72 from at least 15 minutes before their warning signal and throughout the race.

3. CHANGES IN SAILING INSTRUCTIONS

3.1 Any change to the sailing instructions will be announced on Saturday 22 July at 0930 by the race committee on VHF channel 72 using the call-sign ‘Castle One’. If for any reason Channel 72 cannot be used Code Flag Third Substitute will be displayed from the RYS yardarm and VHF Channel 77 will be used in place of the defunct channel until this signal is lowered.

4. SIGNALS MADE ASHORE

4.1 Signals made ashore will be displayed at the RYS yardarm or, in respect of changes to the sailings instructions, at the RYS Lodge flagstaff.

4.2 Flag AP over AP with two sound signals means racing is postponed. The warning signal of the first class to start will be made not less than 30 minutes after one AP is lowered with one sound signal.

4.3 In the event of insufficient or excessive wind at the scheduled warning signal time, a postponement will be signalled and the race committee may wait until approximately 1530 before starting the race. In these circumstances the race committee will make regular announcements on VHF Channel 72.

4.4 When Flag Y is displayed either ashore or from a committee vessel competitors shall comply with RRS 40.1 at all times when afloat. This amends RRS 40.1

5. SCHEDULE OF RACES

5.1 The Schedule of races is as follows

6 CLASS FLAGS

6.1 The following code flags apply. Competitors are requested to display their class flags prominently from their backstay at all times when racing.

7 RACING AREA

7.1 The racing area will be the Solent and its approaches.

8. THE COURSE

8.1 The course, which it is intended will be similar to those set during Cowes Week, will be announced on VHF Channel 72 at the warning signal for each class and repeated at the preparatory signal.

9 MARKS

9.1 Marks will either be selected from the fixed navigation buoys or racing marks listed in these sailing instructions.

10 THE START

10.1 Races will be started by using rule 26 with the warning signal given ten minutes before the starting signal.

10.2 Boats whose warning signal has not been made shall keep clear of the starting line and of all boats whose warning signal has been made

10.3 The starting line is an extension of the line formed by bringing the RYS main flagstaff into line with the white line on the orange diamond on the Castle, limited by the inner and outer limit marks which are starting marks. When either limit mark is on the pre-start side of the line boats shall start between the points of the line nearest the limit marks.
10.4 Vertical light beams are installed at the RYS to identify the starting line transit. The intensity of the light beam increases as the transit is approached and at the approximate point of the transit the rear light is momentarily obscured by the flagstaff. This is a navigational aid only and does not constitute the starting line, nor will a start be postponed because of any failure of the equipment.

10.5 The inner limit mark of the starting line will be an orange inflatable buoy labelled RYS positioned approximately 80 metres from the RYS flagstaff.
10.6 The outer limit mark of the starting line will be an orange inflatable buoy labelled RYS.

10.7 Direction of Start:

Not less than fifteen minutes before the start of each race, a signal displayed at the RYS Lodge flagstaff will indicate the direction of the start.

(i) Green Flag - starting to the Westward
(ii) Red Flag - starting to the Eastward

10.8 Sail numbers of individually recalled boats may be broadcast on VHF Channel 72. Failure to broadcast or display a recalled sail number shall not be grounds for redress.

10.9 A boat shall not start later than ten minutes after her valid starting signal

11 THE FINISH

11.1 The finishing line is between the RYS flagstaff and an orange buoy labelled RYS, approximately two cables northwards of the RYS flagstaff.

12 TIME LIMITS

12.1 The time limit for all races is 1700. Boats which do not finish within the time limit or within one hour of the first boat in their class to finish, whichever is the later, will be scored DNF

13 PROTESTS

13.1 Protest forms are available at the RYS Secretary’s office. Completed protest forms shall be submitted within one hour of coming ashore. Decisions on time and place of hearings will be taken on a case by case basis.

14 SCORING

14.1 RRS Appendix A will apply as modified by the Notice of Series

15. PRIZES

15.1 Prizes will be awarded to boats placed 1st 2nd and 3rd in each class. Winners will be invited to the RYS Prize Giving on Friday 4th August at 1830

16 PENALTIES, DECLARATIONS AND RETIREMENTS

16.1 RRS 44 and RRS 31.2 will not apply. A boat that may have broken a rule of part 2 while racing or that has broken RRS 31.1 may take a Time Penalty unless she has caused serious damage or gained a significant advantage in the race or regatta in which case she shall retire. The Time Penalty will be to add 1% of her elapsed time to her elapsed time, rounding the increased time to the nearest second. Declarations are not required. A boat that may have broken a rule of part 2 while racing or that has broken RRS 31.1 shall notify the race committee either in writing to the RYS Secretary’s Office or on VHF channel 72 (to which they must receive an acknowledgement from the race committee) at the earliest opportunity.

17. RESULTS

Results will be posted on the RYS website (www.rys.org.uk)

18. INSURANCE

18.1 All entrants shall be covered by a Third Party Liability indemnity to at least the amount recommended by the RYA (currently £2 million) and declare that such cover will be maintained in full force throughout the Regatta.

19. DISCLAIMER

19.1 The Organising Authority, and Race Organisers, shall not be liable for any loss, damage, death or personal injury howsoever caused to the person in charge and/or his authorised representative or crew, as a result of their taking part in the race or races. Moreover, every person in charge and/or his authorised representative warrants the suitability of his boat for the race or races.

19.2 The safety of a boat and her entire management including insurance shall be the sole responsibility of the person in charge and/or his authorised representative who must ensure that the boat is fully found, thoroughly seaworthy, manned by a crew sufficient in number and experience who are physically fit to face bad weather. The person in charge and/or his authorised representative must be satisfied as to the soundness of the hull, spars, rigging and all gear. He must ensure that all safety equipment is properly maintained, stowed and in date and that the crew know where it is kept and how it is to be used.

19.3 Neither the establishment of these conditions, nor their use by the Organising Authority and the Race Organisers, in any way limits the absolute responsibility of the person in charge and/or his authorised representative. The crew are nonetheless advised to satisfy themselves as to the experience of the skipper and the adequacy of all safety equipment and insurance arrangements.
