SAILING INSTRUCTIONS

All Yachts must carry a marine band VHF on a channel to be designated and displayed on the Committee Vessel and may be displayed on the battlements of the RYS under the number or symbol indicating the nearby racing or navigation buoy to the start line.

  1. RULES

    1.1 The Regatta will be governed by:-

    1. the ‘rules’ as defined in the Racing Rules of Sailing 2005-2008

    2. Southampton Harbour Byelaw 2003 no 11. Particular attention is drawn to the Moving Prohibited Zone which shall be deemed an obstruction for the purposes of rules 18 and 19. Boats shall avoid close quarters with any commercial vessel. SEE ATTACHMENTS “HIGH VOLTAGE CABLES AND PIPELINES” AND “SOUTHAMPTON HARBOUR BYELAWS 2003 NO 11”.

    3. These Sailing Instructions which will take precedence in the event of any conflict.



  2. ENTRIES

    2.1 The Regatta is open to any International Etchells Class boat with a valid Measurement Certificate that has conformed in full with NoR Paragraph 3.


  3. NOTICE TO COMPETITORS

    3.1 Notices to Competitors will be posted on the official notice board located at the Royal Yacht Squadron (RYS).


  4. CHANGES IN SAILING INSTRUCTIONS

    4.1 Any change to these Sailing Instructions will be posted not less than two hours before the starting time of the first race to which the change applies. Any change to the schedule of races will be posted before 1800 on the day before it will take effect.

    4.2 The posting of changes to these Sailing Instructions will be signalled by flag “L” flown from the flagstaff of the RYS. It will be flown superior to a numeral pennant indicating that the signal refers to the first, second or subsequent amendments to the Sailing Instructions.


  5. SIGNALS MADE ASHORE

    5.1 Signals made ashore will be by means of flags flown from the flagstaff of the RYS.

    5.2 Flag “AP” flown from the RYS flagstaff with two sound signals means “The next race is postponed; do not leave the harbour area”. The warning signal for the next race will be made not less than one hour after flag “AP” is lowered with one sound signal, (varying Race Signal “AP”).


  6. SCHEDULE OF RACES

    6.1 Races are scheduled as follows:

    6.2 No warning signal will be made after 1355 on Monday 28th May.


  7. CLASS FLAG

    7.1 The class flag and warning signal is ‘letter ‘E’ Flag.


  8. RACING AREA

    8.1 Races will be conducted from a Committee Vessel.

    8.2 The racing area will be in the Eastern Solent including the Bramble Bank and the starting area may be indicated on the RYS battlements by a board showing the letter, number or symbol of a nearby racing or navigation buoy. SEE ATTACHMENTS “CENTRAL SOLENT RACING CHART” AND “COURSE MARKS AND SYMBOLS”.


  9. THE COURSE

    9.1 The Course diagrams show the courses to be sailed. It is intended that the windward mark will be approximately one and a half nautical miles from the starting line.

    9.2 The Windward Mark, Spreader Mark and the Leeward Mark are to be rounded to Port. Boats to pass through the Leeward Gate when in use.

    9.3 COURSE A: Beat to windward mark, reach to Spreader Mark, run to Leeward Mark, Beat to Windward Mark, Reach to Spreader Mark, Run to Leeward Mark, Beat to finishing line between Windward Mark and Windward Mark Committee Boat.

    COURSE B: Beat to Windward Mark, Reach to Spreader Mark, Run to Leeward Mark, Beat to Windward Mark, Reach to Spreader Mark, Run to Finish between the Committee Boat and the ODM.

    COURSE C: Beat to the Windward Mark, Reach to the Spreader Mark, Run to the Leeward Gate, Beat to the Windward Mark, Reach to the Spreader mark, Run to the Leeward Gate, Beat to the Finish between the Windward Mark and the Windward Mark Committee Boat.

    COURSE D: Beat to the Windward Mark, Reach to the Spreader Mark, Run to the Leeward Gate, Beat to the Windward Mark, reach to the Spreader Mark, Run to the Finish between the Committee Boat and the ODM.


  10. MARKS

    10.1 The marks will be large spherical inflatable buoys, orange in colour and displaying the letters “RYS” in white. Leeward and gate marks will not be laid until after the start.

    10.2 The starting mark will be a large orange inflatable buoy.

    10.3 Limit marks (when laid) will be small orange buoys.


  11. THE START

    11.1 Races will be started by using rule 26.

    11.2 If displayed with one sound, flag F means: “The next signal will be made 5 minutes after this signal. Flag F will be removed one minute before the next signal with no sound”.

    11.3 The Start Line Race Committee Vessel will be identified by a blue flag with the words ‘Committee Boat’.

    11.4 The starting line will be between an orange staff displaying an orange flag on the Start Line Race Committee Vessel at the starboard end and the port end starting mark.

    11.5 An inner limit mark may be laid close to the Start Line Race Committee Vessel and approximately on the starting line. Boats shall start between this mark and the port end starting mark.


  12. CHANGE OF COURSE AFTER THE START

    12.1 A change of course after the start will be signalled before the leading boat has begun the leg, although the new mark may not then be in position.

    12.2 When a change of course is signalled, boats shall pass between the Race Committee Vessel making the signal and the nearby mark, leaving the mark to port and the Race Committee Vessel to starboard. This does not apply when gate marks are in use, in which case the left hand gate shall be rounded to port and the right hand gate shall be rounded to starboard. The Committee Vessel making the signal will be a short distance to leeward of the gate.


  13. THE FINISH

    13.1 The starboard-end of the finishing line for courses finishing at the windward mark will be an orange staff displaying an orange flag on a Race Committee Vessel. Its port end will be the course side of the windward mark

    13.2 The port-end of the finishing line for courses finishing at the leeward mark will be an orange staff displaying an orange flag on a Race Committee Vessel. Its starboard end will be the course side of the mark at the port end of the starting line.

    13.3 A Race Committee Vessel may hold position on the finishing line by using her engines.


  14. RETIREMENTS

    14.1 Retirements shall be notified as soon as possible either to the race committee on any Race Committee Vessel or after coming ashore to the RYS secretary’s office.

    14.2 Boats failing to comply with this requirement may be disqualified.


  15. PENALTIES

    15.1 RRS 44.1 and 44.2 will apply.


  16. TIME LIMIT

    16.1 The time limit for all races will be 2½ hours. Boats failing to finish less than 30 minutes after the first boat finishes or within the time limit, whichever is later, will be scored Did Not Finish. This changes RRS 35.

    16.2 If on the first leg no boat has rounded the windward mark one hour after the starting signal, the race shall be abandoned and re-sailed.


  17. PROTESTS

    17.1 After finishing and before leaving the course area, boats intending to protest shall notify the Race Committee on any Race Committee Vessel of their intent, giving the number of the boat against which the protest is being made. A protesting boat that does not finish shall notify the Race Committee or the RYS secretary’s office of her intention immediately after returning to the harbour area.

    17.2 Protests shall be written on forms available from the RYS and delivered to the Secretary’s office within two hours after the time of the last boat’s finish in the last race of the day on which the alleged infringement occurred.

    17.3 Protests will be heard where practical in the order of receipt of completed forms at the RYS Secretary’s office.

    17.4 Protest notices will be posted within 30 minutes of the protest time limit to inform competitors where and when there is a hearing to which they are parties or in which they are named as witnesses.


  18. SCORING

    18.1 The Low Point scoring system, RRS A4, will apply. There are six races scheduled, if five or more races have been completed one discard will be allowed in calculating the overall results. Four races completed shall constitute a series.


  19. RESULTS

    19.1 Provisional results will be available on the Platform of the RYS after each day’s racing.


  20. PRIZES

    20.1 There will be daily prizegivings at the RYS. On Saturday 26th May this will take place during the Dinner. On Sunday 27th May the daily prizegiving will take place at 1800 on the RYS lawn. The overall prizegiving, at which the winner will be awarded the Sir Kenneth Preston Trophy, will take place as soon as possible following racing on Monday 28th May in the RYS Pavilion.


  21. DISCLAIMER

    21.1 The Organising Authority, and Race Organisers, shall not be liable for any loss, damage, death or personal injury howsoever caused to the Owner/Skipper or crew, as a result of their taking part in the race or races. Moreover, every Owner/Skipper warrants the suitability of his boat for the race or races.

    21.2 The safety of a boat and her entire management including insurance shall be the sole responsibility of the Owner/Skipper who must ensure that the boat is fully found, thoroughly seaworthy, manned by a crew sufficient in number and experience who are physically fit to face bad weather. The Owner/Skipper must be satisfied as to the soundness of the hull, spars, rigging and all gear. He must ensure that all safety equipment is properly maintained, stowed and in date and that the crew know where it is kept and how it is to be used.

    21.3 Neither the establishment of these conditions, nor their use by the Organising Authority and the Race Organisers, in any way limits the absolute responsibility of the Owner/Skipper. The crew are nonetheless advised to satisfy themselves as to the experience of the skipper and the adequacy of all safety equipment and insurance arrangements.


  22. VHFs

    22.1 All Yachts must carry a marine band VHF on a channel to be designated and displayed on the Committee Vessel and may be displayed on the battlements of the RYS under the number or symbol indicating the nearby racing or navigation buoy to the start line.



INFORMATION:

Competitors are reminded that flag ‘C’ and a minus sign displayed at the leeward mark/gate indicate a shortening of the Windward Leg.
